When Coordination Becomes a Capacity for Government
Strategic ambition rarely fails at the level of intent. It fails where the capacity to coordinate falls short.
In January 2025, the European Commission introduced the Competitiveness Compass, positioning competitiveness among the core principles guiding EU action (European Commission, 2025). The framework is structured around three transformative imperatives, innovation, decarbonisation and security, supported by horizontal enablers including financing, coordination and simplification.
The ambition is strategic, the determining variable is institutional capacity.
Continental competitiveness does not depend solely on policy direction. It depends on whether multi-level systems can align financing instruments, regulatory frameworks and administrative capability.
When funding mechanisms outpace implementation capacity, absorption gaps emerge.
When coordination remains declarative rather than operational, systemic friction follows.
Performance in complex systems is not defined by ambition but by execution coherence.
Competitiveness, therefore, becomes a test of governance maturity: the ability to translate political direction into structured, accountable implementation.
