What it reveals is a dimension of contemporary governance that frequently remains underestimated: the administrative capacity of the State.<\/p>\n
Governments may procure digital platforms, commission technology suppliers, launch ambitious programmes and anticipate substantial efficiency gains. Yet no public transformation can be sustained if the administrative system responsible for implementation remains fragmented, constrained by legacy systems, limited in critical capabilities or unable to coordinate information, security, funding and delivery.<\/p>\n
In this context, the administrative capacity of the State should not be confused with excessive bureaucracy. Where professional structures, technical expertise, coherent processes and institutional memory are present, administrative capacity becomes one of the least visible yet most decisive foundations of public transformation.<\/p>\n
Modernisation fails when technology is expected to substitute for institutional capability. Digital systems may accelerate procedures, but they cannot, in themselves, resolve organisational fragmentation, leadership deficits, excessive dependence on external suppliers or the absence of robust implementation frameworks.<\/p>\n
Within complex public systems, the defining question is therefore not whether the State possesses advanced technology. It is whether it retains sufficient administrative capacity to govern that technology, integrate it across institutions and convert it into enduring public value.<\/p>\n
For policymakers and institutional leaders, the implication is clear.<\/p>\n
State transformation depends not merely on the adoption of new instruments, but on the quality of the administrative capability that underpins them, the institutional competence that sustains them and the ability to translate modernisation into effective public administration.<\/p>\n
Administrative capacity is not an obsolete legacy of bureaucratic models. It is a structural condition through which institutional transformation can be conceived, implemented and sustained over time.<\/p>\n
