Systems appear dynamic, consistent and operationally capable, while their contribution to the effective transformation of the processes they aim to influence remains only partially determined.<\/p>\n
This misalignment does not arise solely from technical limitations. It is also a matter of design.<\/p>\n
When evaluation systems are not aligned with the substantive objectives of policies, the institutional architecture itself may reinforce behaviours oriented towards production rather than impact. Effectiveness ceases to be assessed in terms of the change generated and instead becomes inferred from the volume of activity produced.<\/p>\n
In this context, the question is no longer simply whether institutions function. It becomes whether what they produce has the capacity to inform decisions, improve processes and generate demonstrable institutional value.<\/p>\n
For public decision-makers and institutional leaders, the implication is clear.<\/p>\n
The robustness of a system is not measured by the intensity of its activity, but by its capacity to establish a demonstrable relationship between action and outcome, between what is done and what remains altered within the system.<\/p>\n
