One of the most persistent tensions in contemporary public administration is neither budgetary nor technological, it is structural and temporal.<\/p>\n
The system moves, but it does not progress.<\/strong><\/p>\n Politics operates in short cycles. It thrives on visibility, immediate response and the public signalling of action.<\/p>\n Administration, by contrast, rests upon accumulated routines, stabilised procedures, incremental learning and carefully delimited margins of initiative.<\/p>\n When this asymmetry is not recognised, a silent tension settles at the very core of the State. Speed, flexibility and continuous innovation are demanded from the administrative apparatus without altering incentives, instruments or the real space for decision.<\/p>\n The result is rarely inaction but something more subtle and more dysfunctional: the simulation of action.<\/p>\n Reforms announced without the capacity to execute them, exceptions multiplying to circumvent structural blockages, temporary solutions gradually becoming permanent.
