On 30 August 2026, a Reuters investigation into the catastrophic floods that struck the border region between Nepal and China brought into sharp relief a question that extends far beyond the event itself: the distance between what systems are able to know about the risks they face and their capacity to translate that knowledge into preparation before reality compels them to respond.<\/p>\n
It is a question of particular relevance to those who govern, lead and make decisions in contexts shaped by complexity, uncertainty, volatility and interdependencies that extend beyond the boundaries of any single organisation, jurisdiction or territory. As systems become increasingly interconnected, anticipation depends not only on what each institution is able to observe, but also on its capacity to interpret, connect and integrate knowledge across administrative, organisational, territorial and national boundaries.<\/p>\n
Three months before the catastrophe, officials and experts from Nepal and China had met in Kathmandu to discuss strengthening cooperation in the monitoring of floods, weather phenomena and glacier-related risks. The agenda included inventories of glacial lakes, hazard mapping and mechanisms for information sharing. In the aftermath of the disaster, Nepali authorities again called for deeper cooperation, while China stated that it had shared information in a timely manner. Reuters itself notes that neither authorities nor experts simply attributed the catastrophe to insufficient cooperation between the two countries.<\/p>\n
It is precisely because the case cannot be reduced to a single failure that its institutional significance becomes more profound. In complex systems, events rarely reveal an isolated deficiency. Rather, they bring into view an accumulation of interdependencies, limits to observation, fragmented knowledge and vulnerabilities that may remain disconnected for long periods, until the moment when their consequences converge.<\/p>\n
What this event brings to the surface is therefore a more structural question of decision-making capacity: knowledge and anticipation are not equivalent capabilities.<\/p>\n
Research on anticipatory governance underscores that data, information and specialised knowledge constitute only the point of departure. Between what an institution is able to observe and what it is genuinely able to prepare for lies a more demanding architecture: the capacity to make sense of changes that are still incomplete, recognise relationships where information remains dispersed, test prevailing assumptions against plausible futures, bring vulnerabilities into view before they generate consequences, and move knowledge across the boundaries within which it tends to remain compartmentalised.<\/p>\n
It is along this passage that one of the most persistent limitations of contemporary governance becomes visible: systems may continually expand their capacity to observe without developing, to the same extent, their capacity to turn observation into preparation.<\/p>\n
This distinction matters directly to those who make decisions because the expansion of monitoring, data, risk intelligence and analytical capacity does not automatically eliminate the points at which knowledge loses institutional consequence. An expansion in what an organisation is able to know does not necessarily produce a corresponding expansion in what it is able to anticipate.<\/p>\n
The critical point does not necessarily lie in an absence of knowledge, but in the moment at which that knowledge passes through the institutional architecture and loses its capacity to produce consequence: when what is observed does not become intelligible as a priority; when what is recognised does not alter the assumptions guiding decisions; when what is known does not encounter the authority, time, resources or structures required to give it practical effect.<\/p>\n
The problem therefore ceases to be merely informational and becomes a question of decision architecture.<\/p>\n
It is here that research on strategic foresight and anticipatory governance introduces a decisive distinction. The capacity to explore possible futures does not, in itself, guarantee that such knowledge will translate into action. The OECD identifies an \u201cimpact gap\u201d: the distance between the potential of strategic foresight and its effective outcomes, particularly where knowledge about possible futures is not meaningfully integrated into processes of decision-making and action.<\/p>\n
Anticipation does not mean knowing a contingent future in advance, but building institutional capacity to work with uncertainty and prepare decisions before events constrain the scope for action. It means cultivating the institutional discipline required to engage with uncertainty before it becomes urgency, and to create room for preparation before reality narrows the space for decision.<\/p>\n
Anticipation begins, then, when knowledge ceases merely to expand what an institution can see and instead preserves its room for manoeuvre in the face of uncertainty.<\/p>\n
