The series examines the quieter zones of governance: deferred decisions, implicit criteria, self-justifying functions and mechanisms of institutional preservation that shape behaviour without formal articulation.
Rather than documenting visible failures, these fragments seek to examine what remains active without being fully declared and what, precisely for that reason, shapes continuity, legitimacy and the capacity for transformation.
